It symbolizes the liberation of the Eastern Rhodopes from the Ottoman Empire and their accession to the borders of Bulgaria in 1912. This is the first monument built in Kardzhali. The bones of 36 Bulgarian officers and soldiers who died in the battle for the liberation of the city are laid in the mound beneath it. The monument was built with donations from patriotic people from Kardzhali. It is built on the site of a former small chapel, which was the only Christian church in the area at the beginning of the last century.
In 1939, Kardzhali citizens set up the monument to honor the people from other Bulgarian cities who had made a heroic self sacrifice and thus helped liberate the city. There is documented evidence that thirty-three people from all over Bulgaria were killed in the hostilities.
The monument to the liberators was put up in the central city park, in the most spacious and presentable place in the administrative center of the Eastern Rhodopes. Yaver pasha’s summer house used to be situated there initially. After 1912, it was converted into a chapel for the needs of the Christian population in Kurdzhali. In 1928, it became a church named "St. George ".

The memorial is placed on a flat area on top of the mound. There is a large staircase with two banisters, carved into the mound, that lead to its foot. The bones of the twenty-nine soldiers who died in Kardzhali during the Balkan war were placed in the mound under the monument to the liberators.
