It was built in 1901 to serve as a military club and has the characteristics of the late Revival types of building. It housed the City Hall from 1912 to 1913.
It was restored in 1971 and adapted for the display of the new Cultural Heritage Collection of Krumovgrad. An area of 250 sq.m. houses a display of over 2000 exhibits, which are divided into the following departments : Archeology, Modern history and Ethnography.
The building has a cultural and historical value as the only preserved example of a public building in the city from the beginning of the century.
